Since the approval of plant and plant products are based on mutual agreement, i.e. each country grants approval only in return of an approval from the other country like barter, PRA takes a long time and it is in the interest of the exporting country to follow up with his regulatory body to get the PRA done, else it can take years,

               

For importers importing a new item, i.e., not already listed in one of the Schedules mentioned above – Pest Risk Analysis is mandatory.

Pest Risk Analysis (PRA) means the process of evaluating biological or other scientific and economic evidence to determine whether a pest should be regulated and strength of any phyto-sanitary measures to be taken against it.PRA for items listed under the above mentioned Schedules has already been accomplished. It was based on this analysis was PQ able to decide where to categorize the analysed item.

                An Importer, who intend to import a new item or any scheduled item from a country not listed in one of the Schedules mentioned above, shall send a specific Pest Risk Analysis Request Form to the Plant Protection Adviser to the Government of India, Directorate General of Plant Protection, Quarantine & Storage, N.H.-IV., Faridabad-121 001, Haryana.in form 23 and 24. The technical information must be updated, validated and provided by (NPPO) of the exporting country.

                The PPA shall issue the guidelines for carrying out PRA.

                The process of PRA involves the categorization of pests associated with the commodity; evaluation of their introduction potential; critical assessment of economic and environmental impact of their introduction and spread; and specification of risk mitigating measures against them by carrying out pre-shipment inspections, evaluate post–harvest treatment technologies, and quarantine inspection and certification facilities.

Only products listed in Schedule V and Schedule VII, can be imorted where PRA is carried out and goods are subject to applicable restrictions and conditions as specified post PRA.

 

 

OTHER APPLICABLE NORMS for normal clearances where the officer inspects the goods physically for visible pests and/or discoloration etc.etc.

 

The PPA officer order for fumigation, irradiation, disinfection or disinfestation, as may be considered necessary by him, before according quarantine clearance.The importer shall bear the cost arrange for the same

As case maybe, despite Phyto-Sanitary Certification from Country of Origin, plants and/or plant products, if found infested or infected with a quarantine pest, or contaminated with noxious weed species, shall not be permitted to be cleared and will be deported or destroyed.

                Accordingly, it shall be the responsibility of the importer or his authorized agent –

  1. To file an application for the quarantine inspection of imported plants and plant products in the Form PQ-15 along with copies of relevant documents, and fees as prescribed, payable by a demand draft at port of clearance.
